personally i wouldnt do it. It looks weird and if you have a blazer, youre supposed to look sharp, and not with baggy clothes.
I find it amazing, it's a great and unique mixture. I gives it a more casual feeling. Always wearing t-shirts and shirts underneath gets boring.
It's a conflict of interests and looks stupid, to be honest.

You can amalgamate some things but layering something formal/smart over something super casual that is warmer than the item over it, it looks silly. Like putting on trousers you would wear with a suit and then pulling on some board shorts over them.

Hoodies work good underneath Peacoats at best.
I suggest you steer away from that look, but if you really like it, switch to a gray or charcoal hoodie.
Also do something with your hair mang.

Toms look like they would just fall apart at any second. Maybe they are comfortable, but unless it is perpetually Summer where you live or you just always dress super casual, I can't imagine what they'd go with outfit-wise.
It's perpetually summer here. Honestly I wouldn't mind the grey ones to go with shorts. I don't mind the beaten up look about them.
Wouldn't pay that much for them though in case they did fall apart after a month
Toms are pretty hardwearing.
I've got three pairs of toms espadrilles in various colours and when I wear them out at night they pick up huge pieces of glass without going through, despite their soles being quite thin and made of foam. Pulling the glass out is one of the most satisfying feelings. It's like surgery to remove sebaceous cysts. Did once take a high heel to the espadrille though, was fucking painful, bled a bucketload and I've still got a small scar from it.
As for those Toms shoes - both pairs look shit.

But I've been being sharp most days but not noteworthy enough to post on here. My friend recently got me this sweet-ass blazer from a thrift shop for Christmas which I love so much. Elbow patches man, I've got a thing for them.
