I cannot thank you enough OP, I have this gay rash on my face which I've had for as long as I can remember and some dumbass dermatologist told me it was dermatitis which is very specific and I thank him for that

i also get it on my upper arms a little and occasionally on my chest

Ive got it (on my upper arms, mostly) and i see it as NBD. It itches every now and again, and its a bit annoying that a doc said I'd grow out of it by, like, 6 years old, but other than that, it's all good :)
