That's an APC.
It's called an Armoured PERSONNEL CARRIER for a reason.
SWAT have APCs too.
What do you expect them to transport special tactics/infantry in? A cardboard box?

I was bored
The best thing is probably how it syncs almost perfectly with some scenes
If I was making a horror movie about Chernobyl:
I would make it more survival like, whether the car was destroyed or made useless in some situation and they have to survive in the radiation as it slowly kills them and turns them more hostile, or something like that!
If you want to include monsters...make it subtle!

Why do laymen always seem to think RADIATION = CRAZY SUPER STRONG MONSTER ATTACK EVERYTHING ROAR.
More like sickly malnourished skinny person with various health complications.
Wow I was hoping for some movie that dramatized the build-up to the actual incident instead I get generic horror movie shit. Nice work again movie directors.
Check out Surviving Disaster: Chernobyl
it's a part of some shitty disaster series that somehow got one episode right. They speak english, but otherwise it's pretty awesome.
Here's a scene from close to the end of the movie if you care
