At this point, i don't care if it's called art or not, it's still stupid, and no amount of calling it art is going to make it less stupid. Art does not automatically equal quality, not matter what bullshit meaning you apply to it.
Art is about as descriptive as "thing", maybe it's not worth much to you, maybe it's worth more to someone else.

Honestly, this sort of thing is repulsive, off-putting, and disruptive. That's why it's art. And, probably, some sort of political statement.
We'll call it what it is, and go about our days unchanged.

I am not an expert but Hitler wasn't really that good. Sure it looks impressive to someone who can't draw but among other artists he was mediocre.
