Derse views them as illegal, and yet all other planets' consorts view them as sacred and erect shrines to Billious Slick, the frogs' leader. Because Aradia tier-one prototyped her kernelsprite with the decapitated head of a statue of Billious Slick, the Black Queen refused to wear the ring of orbs twelvefold and was easily exiled. Frog Temples appear on every planet that has players destined to play Sburb, and the platform that the trolls stood on during their final battle and endgame shows a frog visage on it.
So they've always been very important, we just don't know exactly why they're so important yet.

The story does have some pacing issues in the beginning but it gets better the further you read. I got hooked around the time Dave was introduced.
