Yeah, the next step would be having an account system, sort of like stackoverflow.com's where users get reputation points based on the quantity of good things they do, and based on the amount of points they get more privileges (so for example when you have, say, 100 rep points you can edit somebody else's suggestion, 200 allows you to delete bad suggestions, etc.)
Ideas should also be composed of a title, a body part and a set of tags, not just a bland line of text. Users with good reputation could also be able to include links or images.

I'm not too sure about the $5 to show all ideas thing. Having to pay 5 bucks with no insurance of finding what you're looking for doesn't sound like a great idea. I'd rather make people pay for privileges, or just ask for donations to keep the site running.

Oh, and lastly, this could well be extended to other fields, like drawing, game development, general design, just like an all-purpose website for ideas.

And making people login through facebook or twitter could stop the influx of trolls, too.
