That's a really vague generalization and doesn't make sense kind of.
A government that is liberal when it comes to social matters, basically one that stays the fuck out of people's private lives but one that is economically socialist to an extent in that capitalism reigns supreme yet the government provides a sort of social security safety blanket.
A socialist democracy, as in the kind we have in Scandinavia, is probably the closest you'll get to a perfect government.
