That's only because you've only heard about the ones that didn't work (i.e. all of them) because the leaders weren't perfect.
Communism is only going to work if the people work together. So unless that happens (ha ha), we're stuck with broken government.

Meh, it might work if a more accurate measure of intelligence was developed, but even still.
A lot of the characteristics that make a good leader aren't measured by IQ or other tests, for example charisma and mustaches.
