A Lannister looks out for other Lannisters. A Frey will look out for a Frey. Yes, there are individuals within the families that break the stereotype, but to outside families, they're all the same.

He comes from a very insignificant house, and generally did not benefit from the political peace during Robert's reign. As a result of the conflict, he manages to become lord of Harrenhal, and later also marriages into becoming the Lord of the Vale. Which is a considerable improvement for him. He never wanted the throne. He just wanted more than what he came from, which he certainly got. And unlike Cersei, he doesn't become emotionally invested in the game. But, that's not to say that I don't have a feeling that everything will come crashing down on him in the end. He will overlook something.[/sp]

He's spent so much of his time and effort trying to navigate the squabbles of nobility that he's not going to notice someone/something with a singular purpose, someone/something who may not always act rationally.
