That, and I don't think the OP actually wants to learn PHP and shit, just to get a simple portfolio website running so it's not even a fit for purpose answer.

I think Ruby code just look like crap. PHP with Symfony2 and Twig is great, but that's up to what you like the most and what you need for your project For a simple blog, just go with Wordpress...
Php is a great choice for people who aren't programmers. It will work on 99% of all hosts and a person who's only making one site doesn't need to learn a whole framework to do so, especially not a portfolio site. What's he gonna do with ruby on his page? load his current steam name? By the way, most sites that look great and fancy aren't actually any harder to host than sites that look bad so don't worry about hosts not wanting your "complex" site. So long as you don't start building databases you'll be easily accomodated on a cheap host.

Ruby with Sinatra is dead simple to learn and you can host it on heroku in minutes for free.

I like Dreamhost for the simple fact that it was one of the first hosts that had One Click installs for Wordpress and a bunch of other CMP software packages.
