You'll be able to purchase the jets somehow. I know you can get older jets from the Korean war, Vietnam war with a heavy price tag. You can also obtain WW2 fighters/bombers with also a heavy price tag.
For the newer generation fighters, or fighters still in service... you'll be talking about paying millions upon millions of dollars. Even a Multi-Millionare will see this as a poor investment. Not only will the initial price tag kill you, but the fuel costs will drive you broke in a year.

I think having some weapons is possible with the right licenses, how else could private military companies like blackwater have crap like little birds with miniguns and such.
a Mig-17 is like $100,000 and you usually get an extra engine with it. Seen it listed in aviation newspapers before. Bam, there you go, instead of buying a Dodge Viper or some other sports car, you have yourself a fighter jet for the same price.
Also, on the same topic of stuff like this, you can have a T-55 tank, all expenses included, shipped directly to your house for $75,000 from Russia.

You can buy fully functioning demilitarized jets if they're retired, if they're currently in service you can't get them.
Even if you have your own private aircraft, you can hardly do shit with it. Anytime you go into the air you have to inform local air authorities of when and where you are doing everything with that aircraft. You can't just hop in and go for a ride. It's total bullshit. Thanks Allad and Mahad.

Under VFR, flight plans are optional.

Depends whether or not they have working guns still on them or not. There's really no way with a Spitfire or Mustang to remove the guns, hence why most of the time, the FAA requires you to fill the barrels of the guns with cement or slice them off.
Go with old planes. From like the 1920s and the Great War. Ground radar these days has a hell of a time trying to detect them since they're made of either incredibly thin aluminum OR, more accurately, wood, and coated in nothing but canvas or Irish linen. Really the only thing that can be picked up by radar is the engine and (sometimes) the cowling, depending what the latter is made of. Plus, they look classy. Get a Fokker D.VII. Best plane of the war.
