I don't think he's got something seriously wrong with him. He's probably just immature and fooling around. I did this kind of thing when I was little. Not to that extreme, but it's just a crush. I'm sure you'd make his day if you sat him down and looked him in the eyes, on the same level, and explained that you liked him very much as a friend, but that it was inappropriate to stare in your windows. :)
