In 'Tales of Ba Sing Se,' Toph says to Katara that she has no idea what Katara looks like. I don't think Toph's ability to see with vibration is enough to gauge appearances.
Although I'm curious to know how, if she can't tell what Katara looks like, she's able to identify Iroh standing outside the door, and how Lin is able to differentiate between police officers and Korra.

That's easy, You can tell who someone is by the way they walk and the weight of their steps. I'm able to tell who is in the kitchen and where they are in the kitchen when I'm laying in bed in my room. For a blind person like Toph, she has to be way better at it.
Also, I remember the shockwave thing they do to also go up peoples' bodies so I'm guessing they know their unique body shape
I guess that's true. Still, regarding Lin's abilities, her officers weren't moving around in the cell.

I think Toph was specifically referring to Katara's makeup in that episode.

I expected it to be a dark one before the character spoke, because that usually fits with the serious type. I personally don't mind Zuko's voice, just the pitch.

No, she sees vague shapes of people. Kind of like a video game model, before you add textures and bump maps.
