Easier, if it has enough of the shape of hair people won't care that much.
it's not fun when so many stupid boxes are in the way.
Anime TV series tend to have low budgets unless it's something huge like a Gundam or Macross series, or anything by Studio Gainax that isn't Evangelion. Thus, you get stuff like this, the bizarre facial contortions from Higurashi, and... pretty much the entire Umineko anime. Which is why the Umineko anime sucks ass and should not be taken as representative of the VN.
OVAs tend to have higher budgets compared to TV series, but not amazing ones; the end result is usually a more even series as opposed to a ridiculously good looking one. Exceptions include, on the good side (orgasmically pretty), Hellsing Ultimate, Gundam: The 08th MS Team, Macross Plus, Bubblegum Crisis and Karas. On the bad side (stuff like OP video) we have MD Geist, Psychic Wars, Suikoden Demon Century, and an absolute host of other garbage spewed forth from the depths of low-budget B-movie hell in the late 80s and early 90s.
Movies are pretty much unilaterally retardedly high-budget and fucking brilliant looking. If you don't believe me, go look at the average Studio Ghibli movie, 5cm Per Second, Ghost in the Shell, and Evangelion 1.0: You Are (Not) Alone.

Notice how the TV one looks like absolute ass on a shit platter, whereas the movie is eye-jizz-worthy. This is pretty much par for the course.
An interesting note, however, is that oftentimes, animators will use a lot of the budget for big fights and things like that, and cut corners everywhere else. This results in things like Fate/stay night, ordinarily a rather QUALITY series, having this ridiculously awesome fight scene:
