The word is (and I heard this a long time ago but didn't want to post it until I knew more) Moffats entire plan for his run was to make the show into an international hit leading towards selling the show to BBC Worldwide. The benefit is that the show will become bigger than it's ever been before and won't rely on the licence fee. It will become self financing. And eventually one of the biggest properties on the planet. This is where David Yates comes in with his movie. Fans get angry with the early US releases, trailers, the huge increase in american setting. But it was always good intentions.
I think Adventure in Space and Time is the test. It's financed by BBC Worldwide. They want to show they can look after Doctor Who and respect it, unlike what the did with Torchwood and the TV movie.

Broadcast was a terrible idea.
Should've just come out with it instead of stretching it out for months. The show shouldn't be about the actor, it should be The Doctor. I think Troughton once said he's a character actor and if people become aware of the person behind the actor it ruins the illusion.
This is putting the actor centre stage. It's more about a name to print and get some press than it is a casting decision.
