“And from that moment on he suddenly came to life, and he put the tweed jacket on and suddenly he’s leaping round the room with a biro pen and that was it – he was the Doctor.”

Yeah that I think might be a bit of an assumption. They won't be filming November. They're way too busy. I think there's a birthday or something. Selfish if you ask me.

He's very obviously alluding to the fact there hasn't been 10 regenerations so far. There's been 9. We never saw 8 become 9. We all just assumed it happened.

That is too early for the BBC to full-on trail on TV. Not the one-time only Sherlock teaser. But legit, regular broadcast of the trailer.
Take stock on November 1st. Remember, trailers are more for people who don't have the details drilled in to them every day like we do. Who is actually quite fortunate in getting weekly stings.
Fan service would be great, especially for the 50th, but if they haven't gone that route then... we wait for the usual time period. Two trailers have apparently been signed off.

All the while some GB sources say all will be revealed very soon. I'm so confused.

That's the point. He asks us to count the regenerations. Everybody thinks there has been 10. When you actually sit down and count every regeneration there is only 9.
Then after the 50th it will be revealed to be 11. As we have 8-Hurt-9.
That's sort of Moffats style. Taking something you don't question and turning it on it's head to use it as a plot point. When Flesh and Stone/Time of Angels aired there was substantial debate about Smith's lack of jacket in one scene. Some argued continuity error and some argued upcoming plot point. To be able to go back to the regeneration we never saw and turn it into 2 regenerations we never saw is totally his style.
Ben Wheatley is bigger news.
Especially an indicated Moffat-Wheatley-Capaldi double.

Welp, fans will certainly be peeved for sure about that final nail in the coffin regarding old Doctors.
Though to be serious, is there anything that can be done for Paul to have more visual material? I mean, yeah, the Big Finish stories are awesome, but that doesn't have the biggest audience. If the prequel webisode rumors are true, that'll be nice, but I'd love to see him have a full adventure or two in the full Eighth Doctor garb without worry of immediate regeneration, and I'd love to see him willingly take on the TV Movie garb just as much as his Nine-esque look.
Fans like to wish for a short spin-off series centered around him, and I'd like that, something like the little treat Pokemon fans got with that Origins anime. But I guess the chances are low for that, though. Moffat's got his hands full with handling Who and Sherlock, and I don't think he has the management skills Davis had when he was helming Torchwood, Who and SJA nearly simotaneously back in 2008.
Moffat lies. He doesn't actually say they're not in it. He says they won't all come through the door and put their costume on. Still open for new costumes (McGann) and still open for cgi/voice work.
Also he only specifies the special... Not [I]other[/I] content
If William Hartnell played a part in 2013, there's enough scope for the others :v:
Like, I get what Moffat's saying. Having Colin Baker come in wearing the Sixth Doctor costume would suck baaalls.
But it doesn't seem like doing a service to the show's history. Doing a history that's speaking "to the generation who are watching it now, while still celebrating the fact that it’s been around for all that time?" will still be filled with callbacks and winks, even if you make a point to not get the Classic Doctors back.
And an episode where they just keep making callbacks to monsters and situations instead of the old Doctors, which made the show we are watching today, seems like just making a half-baked tribute to the episode. Half-baked doesn't mean horrible, it just means... half-baked.
