It doesn't make sense anyway, Timelords are time travellers. Why can't he sense other Timelords that haven't got to that point in their history yet?
It's a throw away line that will eventually be forgotten.

Well we can assume The Crimson Horror's extra shot was Clara at home, or Strax on his horse - that was filmed separately as far as I know, as we assumed it was for a prequel.

In the classic series it said that Time Lords work in a version of standardized time, so they always meet each other in the right order. I think that this is why The Doctor couldn't sense him as Saxon until after he met him as Yana.

I'm confused, what are the Doctors returning for? And if they're capturing all the Doctors, wouldn't that mean they'd still return just maybe not be a major character?
