The only common sense answer i can see here is that he didn't know that he'd be doing anything when he gave that answer. Is that really so improbable to you lot? We're not saying the lying is a bad thing?
But McGann filmed it about 6 months ago and has been acting dumb since to keep the surprise.
The other Doctors no doubt knew too (otherwise Davison's short film about the classics not being involved sort of falls apart because one of them was actually involved, plus the Fish Doctor twitter came online at the same time as the McGann episode). Which means just this week when Colin said none of them had been asked (including McGann) he was lying then too.
This means they've all been covering it up. What else have they covered?

Spin-offs always focus on past companions and shit. A spin-off with The Doctor? Perfect.
Aimed at teens and adults. A darker show with McGann's Doctor still trying to be a good man as The Time War kicks into production. A lot more serialised than Doctor Who with each episode having an impact on the next.
The 45 minute episodes could focus on The Doctor travelling around the universe unravelling an ancient mystery that seems to hint at devastation to come. Romana who serves on the high council uncovering a conspiracy to revive a Timelord figurehead long dead. And The Master, who has been secretly resurrected by the Lord President of Gallifrey to do his intergalactic dirty work eventually leading to the resurrection of Rassilon. However most of the universe still believes The Master to be dead, leading to the Timelord equivalent of dangerous black-ops made even more dangerous by The Master's fluctuating sanity.
A show for adults in the Doctor Who universe without crowbaring gay sex into it and trying to tackle needlessly controversial "difficult themes"

On a level of personal attractiveness Peter Capaldi is actually sexier and more fun than McGann in my opinion.
Nevertheless the 8th Doctor spin off idea would be truly awesome.

Perhaps.
Think about it. If they decide against bringing the Time Lords back, this could be a way for them to use Gallifrey and those guys. Plus, they could funnel a buttload of Classic Series references into this spinoff. It could be the bridge between Classic and Modern.

I was thinking about having a side series featuring Paul McGann this morning, as everyone probably has. Can you imagine how great it would be? They don't even have to have it crossing over into the current series (even though they could, effortlessly), but it would add a huge amount of extra depth to the show. Like a perfect balance between classic and nu. I imagine it would all end with the Time War erupting into a full blown catastrophe, but start with drips and hints as to what's to come. I'm thinking sort of like the story in [I]Halo: Reach[/I]? Starts with a couple of odd anomalies, and then shit hits the fan and we have to have a complete badass to end it all. And then it ends with his melancholy sacrifice of the Name of the Doctor, and it's even sadder because we know it will happen.
I would pay for that. I would pay so much for that.

In [I]The End of Time[/I], the Lord Presidents' advisor says that the Doctor has the Moment and will use it to end the war. That was on the last day. Assuming that the Moment has the power to lock all of the Time War away, and that was the entire point of the War Doctor, then I think it's safe to say that you're 100% right.
