All you need to know is was time locked meaning it can be accessed at all. Gallifrey pre-Time War wasn't at all interesting, The Doctor tried to avoid it all he could as he hated it. So I doubt he'd want to go back to it now, especially with all he knows.
But I guess the Timelock stops him going back.

Something that won't really work once Capaldi becomes the Doctor but would've been great for Matt is a female companion with an older dad who assumes that Matt is young and foolish so always presumes to know more than him, usually getting him into trouble.

Chances are none of us would be here talking about it because after 50 years continuous broadcast it would have descended into an extremely niche sci-fi show with a dedicated cult following. If the plug hadn't been pulled in the '80s it would have just got worse and worse, a fresh start was what it needed.

I like how he berates them for being kids and that we're essentially told just WHY they're so childish. That it's actually the psychological trauma of what they did or thought they did that kinda sent them into a childish exile to survive the pain.
The episode went so much on about that, that i'd love to see a reverse regeneration in the christmas special. Imagine 11 getting the usual post-regen stuff and essentially becoming more "grown up" gradually, changing how he reacts to things and how he interacts with people until finally it leads him to actions that eventually bring on a regeneration that only changes his appearance, as his personality already partially adapted.
That'd be something else. Somewhat poetic and very much in sync with that theme of the 50th. There's no longer a stigma attached to the doctors name and he doesn't have to wince in shame of his own hate of his actions.
Edit:
Think of it being somewhat like Tennant postponing his regeneration. But since he's not actively fighting it and his body isn't hurt, it changes him where there's room for change: His mentality. A close variant of Hurts regeneration, but since 11 isn't as aged, his shell is kept for a time.
I think it would of been interesting to see the original Doctor Who carry on into the 90s and into the 00s. I'm willing to bet it would of gotten better as it became more appreciated within the BBC and would of had it's budget increased. I'm willing to guess that as the folks who worked on the show in the 80s left in the 90s the show would get a new lease of life with many good crew members and writers willing to take their place.
I started watching the Classic Whos, starting with Unearthly Child, and I have to say I like the slow pacing and dialogue heavy portions in it a lot. I find myself getting a bit stressed out watching the monster of the week "oh no everything is gonna die if we dont beat this bad guy! oh phew we beat him" episodes from the new series.
