Torchwood is definitely worth watching if you're a huge fan of Doctor Who. It builds on the universe and has some nice little references. The timeline of the show is:
Series one is set during the events of series three of Doctor Who (ends when Utopia starts) (though I'm pretty sure it aired after series two and before three)
Series two is set straight after series three
Series three is either during series four or the specials (definitely ends before The End of Time)
Miracle Day isn't canon don't let anyone tell you otherwise

This has actually made my day, I was really starting to hate the split series. We definitely need a full series to get to know the new Doctor, plus Clara deserves at least one full unbroken run.
