Call me controversial but while I agree that Blink is a fantastic episode its not the best episode of Doctor Who. For me its a toss up between Genesis Of The Daleks and The Waters Of Mars.
My favorite episode is probably The Day of the Doctor just due to how awesome it is, but a very close runner up (and probably overall the better story on a technical stand point) is The Waters of Mars.
Sadly to fully get The Waters of Mars though you really have to watch most of S2/S3/S4 to fully understand how much of a turn around it is for the 10th Doctor near the end of the episode. That in itself doesn't make it worse, but it's a shame that it can't be one of those episodes that you put on to try and get a new viewer watching. The best one of those is probably The Eleventh Hour.
My favorite episode is a toss up between Remembrance of the Daleks or The Girl in the Fireplace

I think one of the reasons "Blink" is so universally praised is because the audience doesn't have to know what Doctor Who is to enjoy it.
Some of my personal favorites are "Utopia" and "The War Games".
A bit cliche, but I'm in love with Caves of Androzani. It's the archetypal episode of Doctor Who.
