If the Doctor finds Gallifrey and the Master is on Gallifrey and the Master is still dying... then could there be something on Lanzarote that would restore him? The Master's return of the dead after he very apparent death on Lanzarote has never been explained. it isn't even that bad, I think more of the criticism comes from the shock of it being so different to his previous roles
