It makes the mistake of jumping into the middle of something and expecting everyone to know what's going on. Or rather put it in the middle of a universe that no one understands. Also the movie is bizarre for no reason and the looney tunes sound design [I]really[/I] makes it hard to suspend disbelief.
(and McGann's wig half the time... and killing and regenerating the Doctor and the Master as you're introducing them both...)
McGann is awesome though, you should give The New Eighth Doctor Adventures a go.
Also, the daleks need to rest for a bit but my perfect wish would be a Nicholas Briggs written dalek episode.
