I think the production team didn't know what they were doing, plain and simple, considering they were picking up the Daleks for the first time since they had been left to their "final end" midway through the Second Doctor's era.

Every Doctor Who episode is not set in Victorian England, the show HAS gone to the future before and will again, the budget is not larger than ever before, the use of secondary characters in any given era is not a crime, five episodes in four years does not constitute overuse of a recurring character, Peter Capaldi is not David Tennant, Clara is not being killed off in the first episode and Moffat is staying for Series 9.
