I am curious to know what those are. Also curious to know if certain writers who pop up every year despite shovelling 'meh' to 'below average' episodes ever get rewritten.

RTD did it to an even higher extent than Moffat. If you read 'A Writer's Tale' that's made very obvious. He really wasn't kidding when he says 'the only scripts I didn't rewrite were Steven Moffat's'. I don't think people realize how much the showrunners really affect the writing quality. All the Moffat/RTD haters probably have favourite episodes that they think aren't written by them but in reality chances are their favourite episodes ARE partly written by them.

Does that mean Clara may've not always been meant to be modern and the Snowmen would've been her introduction proper?

Underused? It's a lazy plot device. It can't be underused, only over. It (like the screwdriver) functions as a get out of jail free card for the writers. I sorta liked how it's vanished, it calls for more inventive writing. That said I think the only reason it hasn't been used recently is because we've had less infiltration based stories lately.
I would like it if the psychic paper almost backfires on them and gets them into more trouble

I hate how quite a lot of episodes now are some form of "Everybody lives!" or "Love Solves everything". While they weren't bad episodes i didn't like what they did with the Day of the Doctor and the The Time of the Doctor. I really hope that things go back to being quite dark and serious with Capaldi, from what I've read it seems like that might actually happen.
Apparently there is a TARDIS in Parliament Square and The Doctor is on screens on the London Underground. I'm told the YouTube homepage promotion is tied in to the Parliament Square thing - I'll have to check it out properly. BBC are doing a great job this year.
