Apparently the new Daleks were never designed to be replacements but leaders.
They are in Asylum of the Daleks, one talks to The Doctor I'm sure. They are also in The Wedding of River Song.
They were also on the red carpet at the BAFTAS

I also heard it was due to the massive backlash fans had to the redesigns. I distinctly remember hearing the terms "humpback" and "Mighty Morphin' Dalek Rangers", or something close, describing Moffat's versions.

When Victory aired they said these would be the new Dalek designs.
When Asylum aired they said they never intended them to be the new Dalek designs.
It was back-peddling. They never said why but it's pretty obvious. It was a stupid idea to make them so huge and pretty.

I liked them being bigger, as I felt it made them more imposing. The color scheme and overall shape does leave something to be desired, though.
