This is what I was thinking. They could've been lying out their asses to get more bodies to convert. It's about getting bodies to turn into Cybermen, rather than it being about the wellbeing of the people who die.
my only problem with the theory is that it just seems kinda lazy to say "oh yeah they were lying lol"

Just watched it again. It's not quite YANA and "I am THE MASTER".
But it's pretty amazing.
I love how New Who still has The Master using disguises and hiding in plain sight. But a little more subtle than dressing up Anthony Ainley as an old man and changing his name in the credits.
