Yes, but the changes are minuscule at such speeds. Hell, the local changes in gravitational pull would probably cause a greater effect of time dilation than the difference in speeds.
Just like how if you sit atop of Everest for a while technically you'll have aged more than people at ground sea level because you're not experiencing as much of a gravitational pull (but again, the effects are obviously negligible).

I'll state a neutral opinion here.
Time is real, even if we 'created' it to judge the age and the space between things you do, it exists now in all of space for us anyway.
The OP is really misinformed though, gravity does not create time.
Some opinions on time travel, also.
I belive time can bend and twist, slow down, speed up, reverse, etc, and I also dislike people who say time travel is impossible, its silly. You cant judge something like that before someone goes foward and back in time and tells you it worked. For people who say 'but why arent timetravelers everywhere?' its because A) this isn't an interesting time to travel to and B) don't mess up the timeline god dangit, again.
Also, the guy who said 'time doesn't move, we move through it' is one of the best opinions I've ever heard.

Isn't time just something humans made up for measurement? Like metres, centimetres, litre, kilograms etc...
We judge out time according to our sun, how long it takes the Earth to revolve around it.
On another planet (assuming there are aliens - I believe there has to be anyway) they could use something else to measure time, or if they used [I]their[/I] sun (assuming they need sunlight to survive) maybe it takes 40hrs for their planet to revolve around their sun ... so their measurement of how long the universe has existed would be a lot different to ours.
Time is just a measurement, one of the most, if not [I]the[/I] most important measurement of all.

I think the phrase that specifies that time was created by man is a bit far fetched. I can understand the point they're trying to convey is that the appearance of time, such as AM and PM, was created by man. However, the idea of events happening in chronological order is time as well, and that is not created by man.
