Technically. International water is nothing but unclaimed territory. If you have enough influence or money you could lay claim to an area of ocean and call it your own country. Not saying other countries wouldn't recognize you as a nation, in which case you are subject to invasion. Unless you have some sort of military.

As much as I'd love to explore those, I could point out 8 structural flaws, and weak points in the building in that state of decay from that picture alone that would make me say "HAYL NAW!" to exploring.

They most definitely appear to be greatly lacking of maintenance, on other hand some of those abandoned structures could be safe enough to explore, although not necessarily the ones in the image fortunately or unfortunately.
