Had Alex's plans been completed the soviet revolution might not have succeeded.

Russia still would have charged into the first world war to assert its empire's superiority over its long time enemies and protect slavs. In fact I'm not even sure if a russian parliament established in the 19th century would have done better. It would have been as corrupt and backwards as the rest of russia. It would be dominated by the same imperialist politics that the tsar worked in. Anyway, there was a russian parliament, you know. It was established after the february revolution and it wanted to continue the war. The russian revolution was a product of the first world war. Parliament or not, it would have happened. What does this have to do with anything anyway?

Food was a problem, and whether the tsar could snap his thumbs and feed his people is debatable, but everyone except the beneficiaries of the tsarist system hated the government. Most peasants were still serfs in practice, except they were often bound to greedy kulaks who employed them to work the land for meager wages and working conditions. Industrial workers were subject to sweatshop conditions. To top it all off, they were sent off to fight a terrible imperialist war, and losing. The communist revolution in russia was inevitable after 1905. Russia's backwardness made it increasingly fragile as the rest of europe advanced. It was either socialism, or becoming a minor, divided, and subjugated country. To use lenin's words, russia was the weak point of imperialism.
