in countries where there is a great amount of civil strife, yes it is. in ones where there wasn't any, the government didn't care what you had to say, unless it was threatening and hateful, or related to fascism. it wasn't very different to speech laws in the west.
though that's not unique to communism, it's unique to any society with a state.
