The risk one would be great because after every game you could refresh the map to start all over, I also have different maps for different regions (World, Europe, Africa, Asia, Japan, USA

We could do it based on a game of trust. Like we tell you what general area wish to expand, then you put a random generator between 1-10.

A summary of events since activity ceased:
With their isolationism leaving them in secret, the TPC develops hypersonic nukes. The divert all "non-essential" military funds to producing nuclear warheads and ICBMs of this type. Many hundreds of thousands are manufactured.
After that, production of nukes ceases, and the TPC goes on a warpath, taking over most of North America and Canada. Due to gaining population, the TPC army swells.
With newly acquired taxes and liquid assets, the TPC continues general military R&D and develops a mass-production model of the pre-war exoskeleton frames. The frames are adapted into exoskeleton assisted armor, which makes a single soldier capable of surviving anything short of a missile. This includes fifty caliber armor piercing ammunition.
Energy weapons are further developed and the laser caster is fully fielded to every TPC soldier. Powered armor is also given to most TPC soldiers and all Rangers.
The TPC turns into a technofascist state. They steamroll the rest of the continent with ease. Those who do not submit are wiped away by unstoppable nuclear fire. Survivors are then filed into large, impenetrable megacities, depriving the countysides of any activity whatsoever, save for the occasional army patrol to round up stragglers and execute rebels.
Rebellions and rebel cells of many sorts spring up, but all fail. Rebel casualties are immense, Terran casualties for the entire conflicts usually number in the single digits due to powered armor. Otherwise, most citizens are content with their nation, but rebel movements grow in frequency.
With the absolutely absurd surplus of nuclear weaponry, nukes are adapted into almost every weapons system the Terran military has (also since the power armor can protect against radiation somewhat)
As such, thermonuclear rocket launchers, artillery, anti-nuke systems, smart bombs, tank shells, etc are developed. These weapons of mass destruction further help the Terran military become a factually invincible force.
As part of the INR (Immediate Nuclear Response) program, clusters of missile silos the size of US states are created, such as the famous "atomic coast" on the East coast US. However, the most infamous is the Alaska Supersilo, a collection of hundreds of thousands of square miles of missile launching platforms, guarded 24/7 by hundreds of bases, heavily fortified outpost, nuclear flak cannons, anti-bomb and anti-nuke systems, Seismic detection, nuclear ship fleets, and hypersonic "hyper-jet" aircraft armed with nuclear sidewinders.
Any attempts to attack the Supersilo would most definitely result in utter and complete failure.
