This is just for americans, there in EU we don't have meters that stick out of the wall, many are still outside but are inside walls so you can't cut anything to get inside.

Top Tip: This is impossible to do in the UK (at least on residential premises, not sure about commercial) because the meters look like this:

I have one of these, and so does everyone on my street. I think the key is the same for them all, its a yellow plastic triangle key.
