Think about it: If they say it's delayed, nobody's happy because it's stating the obvious. If they say that rest assured, they're working on it, people are gonna ask for more information. In either case, people will be upset at Valve teasing without having anything to show, which would both be the case if they said it now after a long silence, and if they kept saying it in regular intervals from the beginning. If they show some actual footage and release dates, people are gonna be upset because the dates change and what's in the alpha and beta footage is probably not gonna end up in the game for one reason or another. Heck, they might even demand Valve to take the game's direction in this or that way. As far as I can see, none of this actually helps Valve, or the customers. The situation won't change unless Valve publicizes information with the explicit intention of gathering feedback, and that's what all their open beta projects are for. I much prefer Valve's work when it's done with all the time and money they need over content they cut short deliberately because of outside circumstances like Steam Universe as a response to current gaming infrastructure (non-)development, Greenlight because they've become a bottleneck for Steam, Episodes to create shorter feedback cycles, or L4D2 as a compromise between shorter release cycles and full-length games.

Considering that Source has been around a long while, I wouldn't put it past Valve to have implemented the further delays in order to make Half-Life 3 look truly modern and avoid looking dated on the old Source engine. After 7 years of waiting, it'd certainly be disappointing to see it looking like it was made with technology 5 or 6 years out of date. March can't come soon enough, it's been a long cold lonely winter. Feels like years since it's been here...

Valve has a lot of confidence to go so long without word over their flagship game series considering how much demand there is for it. 7 years without even so much as anything officially released by them is just absurd and somewhat insulting. I don't think HL is dead, but I think it's being screwed over and I sincerely don't believe that when EP2 released, they planned on taking 8-9 years to develop the following episode or even HL3.
Every year I say "this will be the year" I've said it since I beat Episode 2. I still say it. One day it will be true. One day.

Only give up hope and storm the office if they miss the HL1 20th anniversary

We were about to set off on the final installment of the Half-Life trilogy until a couple of fat maggots came out of nowhere and sucked us dry.

I think back in maybe 2010 I still had a glimmer of hope or anticipation for an EP3 update. Honestly, I've just completely forgotten about it. I've really given up hope that they would even release it. I mean who doesn't release the ending to a story, but honestly I've seriously just think they've abandoned it completely.

Didn't Gabe or someone prominent at valve recently say that they're done developing single player exclusive games after the success of CS:GO and DOTA 2?
why don't they just come out and say that they're stuck and have put it on ice for now, it's obvious what's happening
