Carve shape out of foam block.
put in vacuum forming machine, apply sheet of plastic, melt over, paint. done.

It's quite a simple process that requires a bit of artistic prowess. You can work out how to recreate it fairly easily.
Got a reply from the guy, and since most of you seem interested in this:

I asked further and I'll post reply when I get one. I kind of assume that the picture that looks like clay happens to be clay.

I wouldn't call it "top-notch", the paint seems pretty sloppy in some places.
