If I had to guess the composite SVD handguard is because getting to the battery compartment is a huge pain in the ass with the wood grip, so these are probs better for that.

The synthetic hand guard is just personal preference. In addition, It is seen on a few Russian SVD's. I just feel it gives it character. I could make up some story saying that this SVD was originally issued in the early 80's and the original foregrip wore out during the production of the newer polymer SVD furnutire, thus they issued that.
