Of course people followed them. They followed them even more before than they do now because they were a physical set of guidelines. Just because you banned the occasional person for an image macro back then and then now doesn't mean that people didn't follow the rules, it just shows that some people have no respect for them.
But following them isn't the issue here, the fact that they should exist is the issue. What defines what I can get banned for? How inappropriate should an avatar be before it's considered nsfw? You state that the mods follow the old rules to an extent. That's great. But what were they again? I swear, I forgot... It's been too long. What qualifies as something someone should be banned for? If the rules return then people will know exactly what they're being banned for.
Bring the rules back.
No, the number of bans have roughly been the same, though like I've said, I'd agree that we do need rules back, can I do a thing about it? Not at all.

If it's an indistinguishable, low-resolution image, it's automatically NSFW.

Instead of being a mindless admin dicksucker you could take some initiative and write up a rough list of rules you'd think would fit well here and then post it in whatever shithole mod forum for consideration because even if nothing comes of it, you can't say you didn't try.

Well you, along with the other mods and garry run the forums. As Kempers so eloquently described, write up some rules, base it off the old rules that were in place before. Maybe post a discussion thread for the drafts so that you can get the general opinion of them, and then just enforce them.

i can see why from the moderator perspective, it makes it that much easier to ban people if you don't have some guidelines to strictly follow.
"spam" and "gimmick" are basically catchall ban reasons that you can use in almost any situation
We might run the forums, but Hezzy and ultimately garry get the final word on what goes on or not, and I do try to follow the old rules, along with the newer ones when banning.
Spam is generally unwanted and pointless content, Gimmicks are, well, user accounts made to troll a subject or something.
Like a account named PresidentObama and the posts containing shit.
If we didn't use catchalls, we'd be bogged down by typing the reason for the bans in minute detail.
