This is actually a pretty cool idea. It's clever AND cheap.
Be a dastardly villain, tie up people and put them on train tracks while twirling your mustache.
Steal a costume then use the money you would have used for said costume for the dance. Problem solved.
Cover yourself with silly string and candy wrappers and go as the floor of a movie theater.
Get one of your friends to dress as Frodo.
Dress up as Sam, follow them around until they rage.

Dress up as a heavy, add a microchip/recorder that says Heavies commands, such as NO! and That was delicious (use this when eating.)
