Not at all.
The article says that Vision was a robot created by Ultron who was meant to be one of Ultron’s henchmen but who instead turns against him and becomes a hero.
Since Stark is going to be the creator of Ultron, I assume he took over Jarvis and some shit and then Jarvis started questioning him and turned against him. That or Jarvis hacked one of Ultron's bot and became Vision :v:

The Avengers 2 events are going to happen before Ant-Man and If I'm not mistaken someone confirmed that Ant-Men will not appear in Age of Ultron
