Depends on state:

Cali defines a threat as something that instills fear or not, it also has to be credible. this can go either way.

Mass has to have ability and intention. Jace has no ability to go to cali and kill her. he doesn't even have a car able to drive there. If somehow the court rules that he has the ability, the only damage will be 100$ or less fine OR 6 months or less in prison.

if jace is smart he will try to have the court case take place in mass (if there ever is one).
