The key word is "routine".
Pulling a retard's ass out of a warzone and taking custody of him during the repatriation process is not cheap or brief. It's not something they like doing.
I have some US bonds, but as a Canadian I have to file paperwork with both the IRS and the Treasury to claim them. My identification documents need to be authorized by someone the US government finds acceptable. If none of the Canadian notaries around here are, then I need to make an appointment at the consulate in Vancouver to have a US official vet my birth certificate and passport and whatnot. That's the kind of thing that I'd expect is on hold in Israel. It says case-by-case basis; this is a significant case.

See, then the video worked because it fed directly on his already existing paranoia. Was that after they dicked him? If so, then not only does it play directly on his delusions, but it's built on that recent experience. Those sorts of things build credibility, maybe not to us, but certainly for Jace, the videos intended audience. In the last century the term, "suspension of disbelief" has come to suggest a responsibility on the part of the audience, but to Coleridge it was a responsibility on the part of the creator. Unlike pot holes, it's something that seems consistent with Jace's reality.
Thats why I think the best chance of getting through to him would be to pray on his distrust of Tyce.
You guys should contact Jace's home town police force and show off these videos. Tell them that this isn't an act, they must know at least something about this guy or his family.

I suggest downloading the videos so that Jace cannot take them down and then submitting the files as evidence.
On the other hand, I think it's also prudent that Jace stay outside of police custody for now because Eli is listening to him and nobody else. Jace, ironically, may be the only way to get Eli out of there.

Probably because like a hostage, Eli has come to feel dependent on Jace and Jace responds by threatening to cut off Eli's support and otherwise harm him in some way. Such as in this, Jace threatens to abandon Eli in Israel, and further to get him arrested if he tries to run, plus having already told him before that he'll get arrested if he tries to seek help. Basically, its everything a hostage taker or kidnapper does.
At this point, Eli associates "Survival" with "Jace".

With any luck,
a) nobody will sell the retard American with a tourist visa who doesn't know shit about Israel or a word of Hebrew a gun, and
b) the IDF will take custody of him when he tries to get into Gaza and hand him over to the US embassy for deportation after perhaps a few days in Israeli jail to scare him shitless for the trouble he's caused.
If a doesn't happen and b does, that gets a lot more dicey both in terms of how much time Eli will sit in jail before being handed to the US embassy for deportation and his odds of surviving long enough to be put in detention.
And if he does get into Gaza I predict some innocent Palestinians are going to be shot by a kid who thinks he's playing CoD: Tupac POW.
If Eli gets killed/ends up in Israeli jail on weapons/terrorism charges, Jace needs to be reported to the FBI by an American with maximum evidence before he commits any more harm.
