New users joining today have no concept of what lurking is because of how old of a term it is. Their first interactions of a "forum" are probably Reddit which is a meme free for all. I really wouldn't know how difficult it would be to add such a thing, probably more easier to do for FP2.0 but new users should have a posting cool down with an explanation saying why they can't post for X amount of time and that they should poke around and see how users act, good and bad to see what happens to both sides.
Make it so when you want to reply to a thread, you only get to choose from a pre-approved drop down menu containing no more than a dozen possible posts This will drastically streamline the forum experience

I don't believe the same logic could be applied to Facepunch.
