bleach (Sodium hypochlorite) OR pool chlorine (Calcium hypochiorite) + ammonia (Hydrogen nitride) = Chlorine Gas

Would depend how much he mixed. In our Pool Facility we use straight Hydrochloric Acid (Hydrogen Chloride water mixture) to Eat the Calcium Deposits out of our Calcium Hypochlorite Feeder. It gives off a pretty good Poof of Chlorine gas when we do it. And most of us don't wear masks while doing it.

Probably because cheap charcoal filters don't protect against chlorine gas, and nobody wants to spring for a 3M 6000/7000 series respirator and a Mercury + Chlorine Gas respirator cartridge.
