Nintendo has been sceptical about the pirating of their games and/or developers releasing games without their seal of approval since the early days of the NES.
They feel they can control it better with these region locks.
The guy in the video guilty of the same thing he's attributing to the people he disagrees with. He has not truly looked at the real reasons region locking is bad for consumers. We live in an increasingly globally connected world. Not just the Internet, but people's locations as well.
You shouldn't have to worry if what you're buying will work on your system when you're buying something for it. I you want to buy it, regardless of the region it was intended for, if it has content sufficient for you, you should be able to get it.
Also, it's mentioned how localizations may stop happening if region locking were dropped, when that's just quite frankly not true. He's looking too much at the current market model when that won't apply once region free is the norm. It should become common practice for games to be released in a global version afterwards, including content for all regions they release in. If they decide to release in additional regions, they can release DLC packs to be available for the additional region while including the new region's content in all future prints of the game. Obviously region specific games will still exist, but you'd get them knowing full well they aren't localized for your region and that a global version may come later down the line and you'll have to purchase the localized content once released.
Seriously. It's about adaptation. If Nintendo doesn't adapt, they'll be left behind... Their existing strategy will only take them so far

Say you have a game from another country. It's marked for whatever region the game is released in.
If the game and console's regions don't match, it won't run, if a region lock is in place.

Basically, if you have a 3DS/whatever console or handheld from one country, games from foreign places will not work on the system.
So, if I wanted a game that's in Europe, or Japan but isn't in the US, it would not work on my American 3DS.

For example, I'm a big fan of the Way of the Samurai series. It's basically a 17th century samurai Bioware RPG. The publisher decided to do a digital release only in the US but released a disk in the UK. Because of the PS3 being region free, I was able to get a physical copy of the game rather than waste 20GB of my 40GB hard drive on a downloadable title.

I don't think he understands how supply and demand works.
If enough people are importing the Japanese(or foreign) game, then there is an obvious demand, so they would absolutely translate it. Region locks are arbitrary.

The only thing region locking stops is you from buying a Japanese (or other foreign) version of a game. Is that really such a big deal? I mean I get that a lot of people are smarter than me and can speak more than one language, but how many games that are foreign exclusive do you really want? Probably not many. Maybe 5, give or take.

Maybe not for americans, but there are a lot of games that never release in europe or take a very long time to.

The Earthbound game was never released in the EU and the Tingle game got a EU release in English but not US.
