An entire forum dedicated to one subject seems unnecessary, and the most popular thread is the shipping one.

Nah, don't throw another one in there. There's like 20 different pony forums already, all of them spanning between 20-500 members each. Pony Central IS the biggest one, but really it's because they have the reputation of being so chill. Like I said before, they're WAY too chill to keep it a stable community. There's so much shitposting!

The problem is that none of those forums are at all like Facepunch, which is the only forum I can stand enough to actually post regularly. The MLP subreddit is the closest thing I can find, and even that (being Reddit) can get pretty shit.
What I'd be going for is a forum literally EXACTLY like Facepunch, down to the very layout and style of the page. Strict ban policies, rating system, perhaps a gold member based donation system, etc.
Come to think of it, FP's ban-happy nature is really what made this forum what it is in terms of community.

One thread for ponies would solve a lot of problems. People would contain their shit there, meaning less leakage. And because of FP's attitude toward everything it would stay relatively objective and not creepy cult bullshit that is seen on some other fansites.
As for the moderation issue, I would propose a mini-mod for that thread, specifically. One with no power outside of the thread (if that's even possible), who can't permaban, but can ban people for their posts in said thread. It would mean only the serious shit would require true mods' time.
