Im sorry but its just a building, that i thought of, elf said i could use, aslong as i follow those conditions.
Anyway, because your using halo as a theme, you can have things like Gravlifts, bubble shields and regen bubble things (the green bubble things)
To be honest sounds like horseshit that only one player can make a teleporter, maybe if the other race is very low tech then I understand. But if they are technologically advanced they should not have to follow that rule.
But it does not effect me since I am a race of matter eating alien creatures :buddy:

To clarify:
I did not say only he could make them, anyone can make teleporters as long as you balance them with a game master, but what the fack is the point you all just copying some guy because he has one? Would you really have done it yourself and if so why haven't you asked a GM about it?
I think he failed to show you the next line in the quote, which stated that only he could build teleporters that linked to HIS OWN. Basically, this stops him from getting his allies to make teleporters that he can zoom too, he has to go and make them in his allies bases himself.

[I]The pilot tries to stabalize the pelican, it's been damaged, but it's in no urgent need of repair. He knows that he has to take out the other phantom, or the whole base will be doomed.
In the factory, the two marines abandon the warthog, just incase the plasma grenade causes it to explode, while they don't realise that the hog will only be damaged by the grenade, it's better to be safe then sorry, right?
