Based on my terrain I think it's pretty balanced (build a ship and I'm screwed). They're anti-vehicle missiles, they can't lock onto units.
Well... seeing that you can only get out to your base by air or ship... you'l just blow the air out the sky and then just sink the ships with ease.

If I remove the rockets, or make them less, and someone builds a ship, what do you expect me to do? Be steam-rolled? Don't worry, the rockets will only cause minor explosions, it will take at least 2-3 to take down a reasonable sized vehicle, there is so many there in case a large ship appears in which they can all be used as a defence mechanism.
