It's the stupidity of people in general, the companies which will be using this to their advantage, and the people pirating things in the first place which gave them the perfect opportunity to push through legislation like this.

I do have to say I have downloaded a couple illegal musics, nothing more than 10 dollars, but then deleted them off my computer and bought them, feeling bad for the people who made those songs.
