I think some places in Turkey still accept them, it's worth around €0.60, but you could probably buy a cheap drink with it.
I was in Italy this year and I walked into this store and it had a sign which read: "You can still pay in Lire here" or something similar.
I don't know if you can exchange them in banks anymore (maybe only in Italy) but I don't think US banks or any other country would take them and exchange it.
Edit: You can exchange in Italy banks, if you go to a Danish bank and hand them Lire, then they will just give you the finger. (Source: my father)
You can only convert it in italy's banks, even so i'm not sure, since almost everyone converted to euro around here.
