Don't ignore her. Send her a letter questioning the claim as well as a reason why she is only bringing up the issue now. If she continues to persist, consult a lawyer (although this is a very expensive option).

If it's really her she did have an unpaid medical bill. He should at least get in touch and work out the situation.

If it were even possible to sue for the medical expenses wouldn't it be your parents who would be responsible for the bill, considering you were so young at the time of the accident that they were responsible for you.
Why should OP give a fuck? There's no way this would hold up in court if she sued you, knowing someone's first name doesn't qualify as "evidence". Also, any crimes committed as a minor are cleared from your record when you turn 18. Even if she had a police report, it wouldn't mean jack shit now. She's just trying to get some easy money.
